these positions have all risen from the ranks. We submit that our

Chief Inspector should, at least, be regarded on a level with a Chief Inspector in London.

Secondly......His Excellency has in classifying a

let. Class Inspector, Hongkong, as equal in rank to an Inspector in

the London Police again given a most unfair comparison. A lst. clas Inspector in the Criminal Investigation Department, London, ranks ahead of a Divisional Detective Inspector, and the latter ranks equal to a Sub-divisional Inspector in uniform. The only just comparison to be drawn would be to place our 1st. class Inspectors

in both branches on a level with Sub-divisional Inspector and our

2nd. class Inspectors equal with Inspector in the Metropolitan. We

would ask that the table forwarded by His Excellency be amended as

follows:-

Thirdly.....His Excellency has show in comparing

the London Metropolitan and the Hongkong Police Force a difference of pay in a constable's favour, but he has not mentioned the

different climatic conditions under which we serve, and consider-

-ing these, the difference of nine-pence a day on a constable's pay

is no inducement for a man to leave the home service and come out

to Hongkong.

Fourthly.....His Excellency lays great stress on the extras we receive, but refrains from mentioning the extras that

the London Police have, which are much in excess of ours, for

example, a constable in London receives 1/6 per hour for extra

duties, we receive for the same duties about 1/4 per hour and as is well known the purchasing power of a shilling in London is equal to that of a dollar in Hongkong, nor has His Excellency

mentioned the amount of extra duty such as Harbour and Sanitary

work which we have to do without any extra pay. The extras are
